PSATS' Elam Herr Honored with ASPA Lifetime Achievement Award
Congratulations to PSATS Assistant Executive Director Elam Herr, who was honored May 6 with the Lifetime Achievement Award from the Central PA Chapter of the American Society for Public Administration.
Herr's nomination was accompanied by a letter of support from Lt. Gov. Jim Cawley and words of praise from his peers, including these from Doug Hill, executive director of the County Commissioners Association of PA:
"Over nearly 40 years, he has built an unsurpassed record of legislative success on behalf of Pennsylvania local government and a reputation as one of the most considerate, gentlemanly, and insightful players in the Harrisburg legislative arena. His advocacy for local government involves solid work with all stakeholders, recognizing their issues, and bringing them to consensus in a direction that best meets the needs of local officials and their constituents. Even those on the opposite side of an issue credit him with the capacity to forge those often-difficult agreements that are needed if we are to keep Pennsylvania and its local governments moving forward."
