Grassroots Lobbying Network
The PSATS Grassroots Lobbying Network is composed of local leaders who work together to ensure that the voice of all townships is heard in Harrisburg and Washington.
PSATS keeps members of the network informed of the status of important legislation and policies. Network members are encouraged to establish relationships with their legislators and communicate with them regularly about how a piece of legislation or a particular policy would impact township government.
Townships Urged to Fight Clean Water Act Rule Change
PSATS is asking township officials to urge the U.S. Environmental Protection Agency and Army Corps of Engineers to withdraw this proposed change to the Clean Water Act that would dramatically impact land, water, and local budgets.
If adopted, this rule would tighten federal control over the nation’s waters and land, including private property. It would tighten control by redefining what constitutes “waters of the U.S.” which currently cover “navigable waters” that flow between states, typically rivers, to now include streams, wetlands, ponds, and even temporary bodies of water created by heavy rains and flooding, such as ditches.

Township officials interested in participating in the EPA’s public comment period can do so by sending an email to firstname.lastname@example.org or by mailing a hard copy to Water Docket, Environmental Protection Agency, Mail Code 2822T, 1200 Pennsylvania Ave. NW, Washington, DC 20460, Attention: Docket ID No. EPA-HQ-OW-2011-0880. Comments must be received on or before October 20th.
