Wolf Signs Police Reforms into Law

Gov. Tom Wolf signed two new acts that implement law enforcement reforms. PSATS supported these reforms, which passed unanimously in the House and the Senate.  

Act 57 of 2020 (HB 1841) creates a database to maintain records of law enforcement officers and requires an employer to disclose employment information to a law enforcement agency that is conducting a background investigation of an applicant.  

Act 59 of 2020 (HB 1910) requires the Municipal Police Officers' Education and Training Commission to train police officers to recognize and report suspected child abuse and requires the commission to develop training that includes annual instruction on the use of force, including deadly force; de-escalation and harm reduction techniques, and training on interacting with individuals of diverse racial, ethnic, and economic backgrounds, as well as implicit bias training.
