Johnstown Exits Distressed Status
After more than 30 years as a distressed municipality under the Act 47 program, Johnstown in Cambria County has now exited from the program and is no longer considered to be distressed. Johnstown entered the Act 47 program in 1992 due to multiple years of large and increasing deficits, diminishing municipal services, and pending inability to pay debts and payroll. To prepare to exit the program, local leaders eliminated operational deficits and generated an unrestricted reserve of $6.9 million. The city’s debt is now manageable.
