Pennsylvania Gains from Mid-Atlantic Region, But Loses to Southern States 

Based on a recent analysis of federal tax data from 2020 and 2021, Pennsylvania experienced a net domestic migration loss of 13,376 or minus .11% of the state’s population. Of neighboring states, only West Virginia saw a small population gain, while all other surrounding states saw population losses. Ohio’s net loss was less than Pennsylvania’s, while high tax states like New Jersey, Maryland, and New York lost significantly more residents to domestic migration. 

Pennsylvania gained more new residents than it lost from New York, New Jersey, and Maryland. Pennsylvania residents who left went south to low tax states, with Florida, North Carolina, and Delaware netting the most Pennsylvania migrants. Click here for the full brief.
