Shapiro Announces Energy Plan
Yesterday, Gov. Josh Shapiro announced development of an energy plan for the commonwealth. The plan claims that it would create an emissions reduction program that leverages Pennsylvania’s advantages as a major energy producer to reduce emissions while lowering prices through electric bill rebates and calls for diversified energy production, including natural gas and nuclear facilities.
The first part of the proposal is a Pennsylvania-specific cap-and-invest program to allow Pennsylvania to determine its own cap on carbon and invest directly to lower consumer electric bills. Legislative action would be needed on the governor’s proposals. The second part would build out a reliable fleet of power sources to keep utility costs low and would require a diverse range of energy sources by 2035, including clean sources, such as solar and wind.
