Fiscal Code Creates Grant Programs
Adopted as part of the budget process, Act 54 of 2024 implements the 2024-2025 commonwealth budget and created or extended several grant programs, including the following:
Pennsylvania Strategic Investments to Enhance Sites (PA Sites) program will provide grants and loans to develop and redevelop sites for businesses and mixed-use development, including water, sewer, transportation, energy, and information infrastructure, and authorizes the issuance of up to $500 million in bonds to fund the program.
- Municipalities and municipal authorities are eligible applicants.
- The Commonwealth Financing Authority is authorized to use $50 million of these funds to provide grants through the Multimodal Transportation Funding Program and $50 million to provide grants through the PA Small Water and Sewer Program.
Mixed-Use Revitalization Program is created through the Commonwealth Financing Authority and allocates $10 million for loans and grants for projects to redevelop large distressed, unoccupied, and blighted properties, including existing and former malls, to increase mixed-use development with affordable housing opportunities.
