U.S. Treasury recently sent a notice to townships that received American Rescue Plan Act Funds (also referred to as SLFRF) to serve as a reminder of the upcoming annual 2025 Project and Expenditure Report. To reiterate, townships should have made final obligations and decisions of all ARPA funds by December 31, 2024, and those obligations must be included in the upcoming April 2025 Project & Expenditure report to avoid recoupment by Treasury. All townships must complete the 2025 report in April, even if they previously reported spending all funds received.  

Now is a great time for townships to verify that the 2024 P&E report was submitted and make sure you have access to Treasury’s reporting site in preparation for the 2025 report by logging into portal.treasury.gov/compliance with your login.gov credentials (note: these credentials will be the same as for other federal sites, such as SAM.gov and FHWA Clearinghouse.) Note that changes cannot be made to reports submitted for 2024 and prior years (even if a report was missed for 2023 or 2022). Any funds not previously reported as obligated or spent must be included in your township’s 2025 report that will be due April 30. 

If your township received notice that it did not file the 2024 report, action must be taken by tomorrow, March 27, to file this report. If you can’t access Treasury’s portal at the link above and do not remember filing the 2024 report (particularly if you are new to your position since 2023), please contact PSATS at 717-763-0930 and dial ext. 138 for Holly Fishel or ext. 126 for Katie Lizza or email hfishel@psats.org and klizza@psats.org for assistance. Failure to file could lead to the need to repay these federal funds at a high interest rate.
