The intent of the federal Commercial Motor Vehicle Safety Act of 1986 was to improve highway safety in two ways: 1) by ensuring that drivers of large vehicles are qualified to operate them; and 2) by getting unsafe and unqualified drivers off the road. Following up on the 1986 law, Congress passed the Omnibus Transportation Employee Testing Act of 1991, which requires the regular and random drug and alcohol testing of employees with commercial driver’s licenses (CDLs) to further ensure the safety of public highways.
A CDL is required to operate vehicles that meet any of the following definitions:
CDL Types:
Class A – Any combination of vehicles with a gross vehicle weight rating, or GVWR, of 26,001 pounds or more, provided the GVWR of the vehicle being towed is greater than 10,000 pounds.
Class B – Any single vehicle with a GVWR of 26,001 pounds or more, or any such vehicle towing a vehicle not in excess of 10,000 pounds GVWR.
Class C – Any single vehicle with a GVWR less than 26,001 pounds that: is designed to transport 16 or more passengers, including the driver; is placarded for hazardous materials; or is a school bus.
