Here They Go Again! Zoning Decisions Decided by Harrisburg Bureaucrats?
The Shapiro Administration and their legislative allies are at it again with a big, budget-time proposal designed to build new electric generation facilities faster in Pennsylvania! Let’s be clear….Pennsylvania Should be a national leader in the energy field, but the obstacle is NOT local government. Action by township officials is needed.
Late last week, a package of bills being promoted as Shapiro’s Lightning Plan was introduced in the House. Under the guise of “energy independence,” HB 502 would force communities, especially townships, to accept grid-scale power plants wherever the administration wants.
HB 502 would create a “RESET Board,” made up of state cabinet officials and appointees from business and labor and those 7 will decide final siting (location) approval of any new electric generating facilities of 25 megawatts or more, including commercial solar facilities, and new battery energy storage systems of 10 megawatts or more. The new board could approve new facilities at any site unless the property is zoned for residential use or the project was previously denied by the municipality at the same location. Projects could go straight to the RESET Board for approval, bypassing any municipal zoning approval process.
It seems the Harrisburg crowd no longer believes in community decisions.
