OOR Releases Annual Report, Shows Record Year

The Office of Open Records (OOR) has released its Annual Report for 2024. The report covers its activities for 2024, including appeals and decisions made on the appeals.  

2024 was another record year, with 3,147 appeals filed. Appeals have nearly tripled since the OOR was created in 2009. Of those, 2,366 or 75% were for local agencies and 670 or 25% involved state agencies. Townships received 18.92% of the appeals to local agencies, with counties receiving 27.43%. Of the appeals to local agencies, 31% were granted, partially granted, or withdrawn, while 28% were denied, 32% were dismissed, and 13.7% were withdrawn by the requester. 

Of appeals of state agencies, 30% were from the Department of Corrections and 25% were from the Pennsylvania State Police. More than half of appeals, or 56.55%, were filed by citizens, followed by companies and private citizens, 21.04%, and inmates, 14.69%. Click here to read the full report.
